Ideology:  Some people think poverty is a problem that can be solved with purely technical means (more foreign aid, debt forgiveness, fair trade rules).  Others believe it is necessary to have a comprehensive social philosophy (or ideology) to provide guidance about which policies will truly help the poor.  Which is the better way to work on solving the problem of poverty?
